About M. Jeffrey Rutledge, Esq.

Jeff Rutledge has spent his career navigating some of the most complex and demanding corners of the law, building a reputation as a diligent and insightful advocate. With experience spanning property tax collections (Income Partner), intellectual property research and litigation, civil litigation, estate settlements, consumer protection, contract law, and personal injury, Jeff earned his B.B.A. in 1994 and his J.D. in 2000. From early on, he understood that being an attorney isn’t just about winning cases—it’s about providing clarity and direction when it matters most.

One of Jeff’s early standout experiences occurred in his training, during a classroom/auditorium trial where he was drawn from a hat to argue first. In a rare display of tenacity and skill, he cross-examined the key witness with such precision and creativity that the witness’s testimony was entirely dismantled (complete impeachment of the witness), on day one of the trial. The case was essentially over, though the judge officially carried on for the sake of scoring everyone else. His classmates rose in the only standing ovation that semester, marking a moment that underscored not only Jeff’s capabilities but also his potential as an advocate.

Over the course of more than a decade, Jeff handled legal matters involving delinquent property taxes for multiple Texas counties, including Aransas and Bee. During his tenure in this field, the teams he led—and legal work he personally performed—contributed to the collection of millions of dollars on behalf of local governments. While serving at Linebarger Goggan Blair & Sampson LLP, Jeff was one of the fastest attorneys in his division to be promoted to Income Partner. He helped multiple counties adopt a performance-based fee structure through customized legal presentations, and he applied economic behavior models to illustrate how strategic enforcement efforts could improve payment rates—all while maintaining the careful balance required when representing public entities in sensitive taxpayer matters. He also asked district judges to group witnesses and expedite docket flow—cutting hearings from over an hour to under 20 minutes. All but one judge favored the method, and many began calling his cases first.

Jeff served as one of two lead briefers in federal litigation that obtained a preliminary injunction in U.S. District Court to halt approval of a proposed hazardous-waste landfill in Galveston County, Texas. Though the Fifth Circuit later reversed and remanded on ripeness grounds, not merits, the TCEQ Executive Director ultimately declined to recommend permit approval, and official TCEQ records for Galveston County (GI‑611 list) show no landfill permit was issued. In effect, the project was abandoned.

His background reflects depth and range. Jeff has been certified in Xactimate, All-Lines Adjuster licenses in multiple states, and passed two of State Farm’s most rigorous internal exams. He’s created personal injury demand packets tailored across states using mirrored consumer protection statutes, including exemplary damage language under DTPA. He’s licensed under the FAA’s 107 commercial drone program, and he has been certified with TWIA/TFIP for commercial property adjusting.

Jeff has resolved title issues once thought unfixable, personally met with Chief Appraisers to correct filings, and required nonfraudulent deeds be honored and filed based on title history. He’s also the founder of Arms Strength LLC, a record label whose artist John Hicks earned a spot on the Grammy long list. Jeff’s experience as a caregiver to seniors and individuals with disabilities informs his work with compassion and resolve.

His career has been built on clarity, discipline, and a steady moral compass. 2. Ethical and Legal Compliance

3. Website Platform and Ownership

Websites are built using AI tools available through Hostinger.com. Clients acknowledge and agree that these websites are designed to remain on the Hostinger platform. Law Office of M. Jeffrey Rutledge does not rebuild, transfer, or migrate websites to other hosting providers or platforms. Clients who wish to take ownership of their website will be required to create or maintain a personal Hostinger account, which Law Office of M. Jeffrey Rutledge may assist in establishing. Ownership of the website and all login credentials can be transferred upon request for a one-time fee of $50. Alternatively, clients may choose to have Law Office of M. Jeffrey Rutledge continue to maintain and manage their website through its Hostinger account for $50 per month. Once transferred, clients assume full responsibility for future website management, updates, technical issues, and any fees charged by Hostinger for ongoing services. Clients are solely responsible for any Hostinger fees, domain renewal costs, or other third-party expenses incurred in connection with the transfer or continued operation of the website.

Invoicing:

Invoices will be provided upon request or as needed to document services rendered. Legal service payments deposited into the IOLTA trust account are due immediately upon signing of the limited agreement and will be withdrawn in accordance with Texas rules as specific portions of work are completed by Law Office of M. Jeffrey Rutledge. Payments for ancillary or non-legal services are due upon receipt and must be made directly to Law Office of M. Jeffrey Rutledge at the time of signing, unless otherwise agreed in writing. If no invoice is requested or required, payment is still due upon execution of the limited agreement. Overdue payments of more than five (5) days may be subject to a late fee in the maximum amount permitted by law.

Costs and Expenses: Client is responsible for all costs and expenses incurred in connection with the services, including but not limited to LLC formation fees, trademark filing fees, domain registration or transfer fees, and annual website subscription fees. Additional third-party or government charges may also apply.
